Change of rules! How IEBC will announce who has won between Uhuru and Raila

The electoral commission has announced how Kenyans will get the results of the August 8 General Election.The Independent Electoral and Boundaries Commission (IEBC) on Tuesday said the outcomes of the poll would be communicated through the media and its website.CEO Ezra Chiloba said on Tuesday that the IEBC will relay presidential poll results as declared by constituency returning officers through the media and its website.Chiloba said IEBC will provide media houses with a feed from the national tallying centre in Nairobi and that the results which will be relayed electronically are the same that will be declared at the constituencies.“Results will be declared based on physical forms though,” he said when he met the media stakeholders at Bomas of Kenya in Nairobi.“We do not expect any variances between the forms and the electronic data.”Chiloba also added that attempts by any Kenyan to declare the outcome of the August 8 General Election will be in violation of the law.The mandate of declaring poll results still remains with the commission. Let the IEBC be the ultimate entity to announce results for this election which will be hotly contested,” Chiloba said.He called on Kenyans to remain calm after casting their votes and wait for the verdict peacefully.“The issue is that some people get excited so easily and at the same time get angry easily. Some might decide to declare their own results, which is wrong,” Chiloba said.He also clarified that the final presidential results will only be announced at Bomas, and not at the constituency tallying centres. Chiloba, however, said only a candidate who will achieve the 50-plus one threshold will be declared the country’s fifth President.On crowd control, Mr Chiloba said presiding officers have the power to eject people from polling stations.“They've taken an oath and whatever decision they take they must be able to defend,” he said.                       “They will be held personally responsible for the decisions they make,” he said.The National Super Alliance has announced that it will recruit people to guard its votes against theft, a position the commission, Jubilee Party and the government have opposed.
